PHILADELPHIA, EE.UU. – The Philadelphia Foundation is pleased to announce that Fernando Chang-Muy and William (Bill) P. Hankowsky have joined its Board of Managers.

The Philadelphia Foundation, the community foundation for Greater Philadelphia since 1918, seeks to improve the well-being of the region by growing effective philanthropy and engagement. Philadelphia Foundation builds, manages and deploys funds from more than 1,000 charitable funds established by its donors and makes over 1,000 grants and scholarships to support nonprofits, advance community causes and provide opportunities for tomorrow’s leaders.

Coming off an unprecedented year in responding to the COVID-19 pandemic and the rise of social injustice and racial tensions, Philadelphia Foundation seeks to continue to strengthen its role as a civic and community leader, poised to advance tangible change for some of the region’s most pressing challenges.
“Fernando and Bill bring a wealth of experience and leadership acumen to our board,” said Kate Allison, board chair of the Philadelphia Foundation. “We look forward to their participation as we advance the foundation’s work at this critical juncture for Greater Philadelphia and its residents.”
“I started my career in philanthropy as a program officer at the Philadelphia Foundation,” said Chang-Muy. “I am honored now to support the Foundation’s staff, trustees, and donors, to ensure that through the Foundation’s grants to nonprofits together we can have an impact on the lives of our local communities.”
The board represents diverse interests, professions and communities in the Greater Philadelphia region. It oversees the organization and ensures that its mission and values are being fulfilled.

Chang-Muy and Hankowsky will each serve three-year terms.
About Fernando Chang-Muy
Fernando Chang-Muy is the Thomas O’Boyle Lecturer in Law at the University of Pennsylvania School of Law. He teaches at both the Law School and at the Graduate School of Social Policy and Practice on topics such as U.S. Immigration Law, International Human Rights and Refugee Law, and Nonprofit Leadership. Chang-Muy is a past program officer at Philadelphia Foundation and recently served on the PHL COVID-19 Fund’s Civic Leadership Council.
He served as Legal Officer with both the Office of the UN High Commissioner for Refugees (UNHCR) and the UN World Health Organization (WHO), AIDS Program. He also served as the first director of Swarthmore College’s Intercultural Center, Assistant Dean for Student Affairs, advisor to the Provost on Equal Opportunity, and lecturer on International Human Rights in the Peace and Conflict Studies.
He began his legal career as a Reginald Heber Smith Fellow at Community Legal Services in Philadelphia serving as Director of the Southeast Asian Refugee Project, providing free legal aid to low-income immigrants and refugees in Philadelphia. He is also the past founding director of the Liberty Center for Survivors of Torture, a project of Lutheran Children and Family Services, established to serve newcomers fleeing human rights violations.
In addition to teaching, he combines his experience in academia and operations, as principal and founder of Solutions International, providing independent management consulting, facilitation and training to philanthropic institutions, nonprofit organizations and government agencies. His areas of expertise include designing and facilitating large group, action-focused strategic planning processes, board governance retreats, staff internal communications systems, and resource development plans and individual donor campaigns.
In 2008, former Philadelphia Mayor Nutter appointed him as a Commissioner to the Philadelphia Commission on Human Relations. He is former Board member of Philanthropy Network, The Philadelphia Award, The Merchants Fund, the Wells Fargo Regional Foundation and the Southeast Asian Mutual Assistance Coalition. He is author of numerous articles on diverse topics dealing with immigration & refugees, public health and management, and is co-editor of the text Social Work with Immigrants and Refugees (2nd ed. NY: Springer Publication, 2016).
He is a graduate of Loyola, Georgetown, Antioch and Harvard Law School’s Program on Negotiation. He is a recipient of both the 2011 and 2018 Penn Law Public Interest Supervisor/Advisor of the Year Award honoring outstanding project supervisors and advisors; and the 2016 recipient of the Law School Beacon Award, recognizing exemplary commitment to pro bono work by a Penn Law faculty member.
About William (Bill) P. Hankowsky
William (Bill) P. Hankowsky was Chairman, President, and Chief Executive Officer of Liberty Property Trust, until February 2020. Hankowsky joined Liberty in 2001 as Chief Investment Officer, in 2002 was named President, and in 2003 appointed Chief Executive Officer and elected Chairman of Liberty’s Board of Trustees.
He grew Liberty to be one of the nation’s leading REITs with 112 million square feet logistic portfolio across 24 US markets and the United Kingdom. Liberty was acquired by Prologis in February, 2020 for $13B.
Prior to joining Liberty, he served for 11 years as president of the Philadelphia Industrial Development Corporation (PIDC) and before that served as the city of Philadelphia’s Commerce Director. During that time, Hankowsky worked on a number of noteworthy transactions including the Pennsylvania Convention Center, the Wells Fargo Center, the Navy Base, and new stadiums for the Philadelphia Phillies and Eagles. Prior to PIDC, Bill worked for the Reading Company, Amtrak, and the City of Camden, N.J.
Hankowsky currently serves on the boards of Citizens Financial Group Inc. (NYSE:CFG), the Greater Philadelphia Chamber of Commerce, Delaware River Waterfront Corporation, Philadelphia Convention and Visitors Bureau, Philadelphia Shipyard Development Corporation, and the Pennsylvania Academy of Fine Arts and is a Senior Advisor to the Alterra Property Group. He received a Bachelor of Arts degree in economics from Brown University.
